The Springfield Wastewater Treatment Plant is mandated by OEPA to install a treatment facility that will provide no less than primary treatment to flows up to 134 MGD (million gallons a day).
To achieve this goal the City hired Camp, Dresser & McKee (CDM), a civil and environmental engineering consulting firm, to do a Comprehensive Facility Plan. The Facility Plant was to identify existing plant shortcomings, review wet weather treatment alternatives and develop an overall plant improvement plan.
The Facility Plant was completed the April 2009. The main recommendations of this plan was to build a High Rate Treatment system to treat up to 100 MGD, add a new final clarifier, a new primary digester, a new sludge press building and a 150-day biosolids storage building. The preliminary probable cost of the upgrades, per the report, is $78,000,000.00.
In November 2009 the City hired Black & Veatch to start the final engineering phase of the plant improvements. The overall goal is to give full treatment to wet weather flows of 34 MGD and primary treatment for flows up to 100 MGD, upgrade the Wastewater plant to meet the needs of the City of Springfield into 2030, and to do the upgrades in a cost effective way.
Plant Improvements:

- Install a new Headworks Facility that will include four Wet Weather Bar Screens and an Influent Flow Meter.
- Install a new High Rate Treatment (HRT) system to treat up to 100 MGD with disinfection and a HRT Effluent Pump Station. The system selected is a down flow filter from WWETCO/WesTech. This system uses no chemicals and can handle flow from less than 1 MGD up to 100 MGD.
- Replace the two Main Plant influent bars screens and install a new screenings removal compaction and conveyance system.

- Build one new Final Settling Basin.
- Build one new Primary Digester.
- Build a new switch gear building sized for the new plant power needs.
- Rebuild both Belt Filter Presses to new condition and modify discharge piping.
- Replace Solids Holding Building roof and modify sludge conveyance.
- Repair concrete throughout the plant and update worn and obsolete equipment. Some of the equipment is more than 50 years old.

The overall cost of this project is not known at this time; it will be posted once the project's bid process is complete.
