The Service Department administrative offices are located in the City's Service Center. The Service Center, constructed in 1999, combined the offices of Public Works and Utilities Departments.

Administration provides support to nine divisions, seven of which are located at the City Service Center, and the two outlying divisions of Water and Wastewater Treatment.

Administrative staff helps determine the goals and objectives for the department, directs the long-term planning of capital improvements and other projects; prepares annual budget documents; develops and administers the annual snow plan; manages the City's annual Street Sweeping program, Bagged Leaf Collection, Taxicab Licensing, Tree Workers Licensing, Contract Mowing, and Indigent Burial Programs. The staff also oversees the acquisition and tracking of the Service Center inventory and the purchase and distribution of janitorial supplies for all City facilities.
