City of Springfield, Ohio Welcome to the City of Springfield

Uniform Patrol Division: Safety City Program

Officer Herman Carr Springfield's Safety City was started in 1968 under the direction of, now retired, Officer Herman Carr. He brought this program to Springfield through his love of children and his desire to educate them on dangers that come with growing up. The current program is instructed by city D.A.R.E. officers and targets children between 5 and 6 years of age. Safety City is a week long class which introduces children to a different danger each day. Home safety, fire safety, traffic laws, and strangers are among the topics covered. This program has always been free of charge to the public.
