Are there special requirements to participate in these programs?
Some. But our staff is ready, willing and able to help guide you through the process as painlessly as possible! Here are some of the guidelines:
- All programs have HUD mandated income limits
- All programs are now city-wide!
- Land contracts are not eligible, except for Operation Paintbrush
Comprehensive Rehab Programs
Home Loan
This is a ten-year zero-interest loan. Staff will assist with selection of a licensed contractor to perform this work. The home must meet all city codes.
Home Deferred Loan
This program is for very low-income homeowners who are elderly and/or handicapped/disabled. Fifty-percent of the loan is forgiven over a five or ten year period. The remainder is repaid when the owner vacates or sells the home.

Emergency Repairs
Examples include: furnace, gas lines, insulation, roofs, electrical, plumbing, handicapped accessible improvements, etc.
Emergency Repair Installment Loan
This is a five-year zero-interest loan for homeowners to correct a serious health/safety or energy conservation condition as mentioned above.
Emergency Repair Deferred Loan
This is an emergency repair program for very low-income homeowners who are elderly and/or handicapped. This loan will be repaid when the owner vacates or sells the home.
Exterior Improvements
NOTE: These are SEASONAL programs and are available on a first come first served basis.
Operation Paintbrush
This is a grant program for the elderly and disabled or handicapped homeowners. This program will pay for the supplies and labor to paint the exterior of your home.
NOTE: Paintbrush Program MAY apply to Land Contracted properties.
Windows & Siding
This is a zero-interest loan program for homeowners who are income eligible and wish to install replacement windows and/or vinyl siding.
